| This advanced level management course by Hans and Annemarie Bleiker expands upon OUT8127. Participants will become adept with the using citizen participation (CP) tools and engineering informed consent by learning how to make meetings, advisory committees, and the media work more effectively for themselves and their projects. Participants will explore a variety CP techniques including: Making the Most of Existing Mechanisms (instead of doing everything yourself); Fish-Bowl Planning (also called "Pay-as-You-go" Consent-Building); the Listening Log; the Napoleon's Idiot; and, the art and science of being a Participant Observer. Participants will discover how to assess their project's CP needs by using a check-list of leading questions generated by 5 Legitimacy Objectives, 5 Responsiveness Objectives, and 5 Effectiveness Objectives.

| Who Should Attend: |
Managers, agency partners and staff involved in with endangered species listings, habitat conservation planning, comprehensive conservation planning or who work with NDRA, NEPA, Superfund, and other potentially controversial legislation, as well as anyone else who deals with public response to a government project. |
| Objectives: |
- Describe how to assess your project's citizen participation problems.
- Understand how to prioritize CP needs so you do not waste scarce CP resources on trying to fix relatively unimportant needs.
- Design a CP program that's tailored to your project's particular high-priority needs.
