A multi-agency workshop
covering the traditional and the collaborative hydropower licensing
processes administered by the Federal Energy Regulatory Commission (FERC). The
instructors are from the Fish and Wildlife Service, U. S. Forest Service,
and the FERC. Guest speakers are invited to cover economics, recreation
and land use, cultural issues, fish and wildlife impacts, an industry's
perspective on hydropower issues and a non-governmental organization's
perspective on hydropower issues. A panel of solicitors discusses legal
aspects of the hydropower process. The participants work on a group
exercise which involves relicensing a hydroelectric
project.
College Credit: 2 hours
Who Should Attend: Federal,
state, local and tribal governments, non-governmental organizations, and
industry personnel who are involved with the collaborative hydropower licencing and relicensing process
administered by the FERC.

days/32 hours
Objectives: By the end of this session, the participant will be able to:
- Discuss the hydroelectric regulatory process administered
by FERC;
- Understand stakeholder roles and responsibilities pertaining
to hydropower licensing;
- Discuss alternative licensing strategies;
- Understand the legal aspects of licensing.
