OPM Leadership Competencies

The Office of Personnel Management identified 28 specific leadership competencies that are critical to leadership success.  These competencies are based on extensive research of Government and private sector executives with input from agency senior executives and human resource managers.  Twenty-two of the competencies are specific competencies that are contained within the executive core qualifications.  The remaining six leadership competencies are the foundational competencies that, as a minimum, all leaders must be proficient in to be successful.
