    Understands the concepts and demonstrates the application of decision analysis and critical thinking techniques by decomposing problems, analyzing information, expressing uncertainty and using methods for addressing uncertainty in decisions, reaching defensible conclusions, and preparing documents that describe process and reasoning that supports decisions. Uses various decision tools to fit different decision problems: tools such as decision trees, multiple objective ranking techniques, and expert panels.
